9/30/2024 Media Advisory: Special commission to study landlord and tenant law to meet Wednesday
STATE HOUSE — A special legislative commission to study the Residential Landlord and Tenant Act will meet Wednesday to discuss the draft 2024 Landlord Tenant Handbook.

The commission will meet Wednesday, Oct. 2, at 3:30 p.m. in Room 135 on the first floor of the State House and will be joined by Interim Secretary of Rhode Island Housing Dan Connors and Senior Policy Advisor for Rhode Island Housing Nick Freeman for this discussion. No public testimony will be accepted at this meeting.

The 11-member commission is charged with studying the Residential Landlord and Tenant Act and recommending updates or clarifications to the law as needed. The panel was established by a House resolution (2024-H 8368) introduced by Rep. David Morales (D-Dist. 7, Providence), who also serves on the commission.

The commission was created to address recent disputes between landlords and tenants involving issues like housing discrimination, maintenance dilemmas, late payments, termination of tenancy and security deposits. It will also review existing law to determine if any clarifications are needed to modernize the legal language governing the rights and obligations of landlords and tenants.

In addition to Representative Morales, the panel includes Rhode Island Superior Court Justice Christopher K. Smith, who chairs the commission, Reps. Mary Ann Shallcross Smith (D-Dist. 46, Lincoln, Pawtucket) and David Place (R-Dist. 47, Burrillville, Glocester), retired Rhode Island Supreme Court Justice Francis X. Flaherty, cochair of Reclaim Rhode Island Daniel Denvir, Gregory Weiss from the Rhode Island Association of Realtors, Executive Director of the Warwick Housing Authority Julie Finn, Attorney Steven Conti, Providence City Solicitor Jeff Dana and RentProv Realty Partner Shannon Elizabeth Weinstein.
