Senate OKs Urso legislation to mandate insurance coverage for diagnosing and treating infertility
|
STATE HOUSE — The Senate today voted to approve legislation from Sen. Lori Urso that would mandate that insurance cover the expense of diagnosing and treating infertility for women who use preimplantation genetic diagnosis (PGD) in conjunction with in vitro fertilization (IVF).
“The diagnosing and treatment of infertility can be transformative for women but is often inaccessible due to cost. This bill in particular recognizes the value of PGD used with IVF, a technique that can help prevent the transmission of genetic conditions and improve fertility outcomes for would-be parents. Knowing that we have this technology available to us, why should be deny it to other people who simply can’t afford a medical procedure?” said Senator Urso (D-Dist. 8, Pawtucket). “On behalf of our former colleague Sandra Cano, who championed this cause for many years, I am proud that the Senate has advanced this legislation and I hope that this year we will be able to bring it through both chambers of the General Assembly and to the governor’s desk.”
PGD is as a technique used to test embryos for specific genetic disorders prior to their transfer to the uterus. When used in conjunction with IVF, PGD has been shown to decrease the odds of miscarriage and increase the odds of successful delivery for women over the age of 37. While IVF is usually covered by insurance plans, PGD often is not. Senator Urso’s bill (2025-S 0103) would require coverage for the diagnosis and treatment of infertility for women between the ages of 25 and 42 years, including PGD in conjunction with IVF.
In order to set a clear standard for eligibility, the bill also defines infertility as the condition of an otherwise presumably healthy individual who is unable to conceive or sustain a pregnancy during a period of one year.
The bill now goes to the House for consideration.
