Representative Fascia was born and raised in the north end of Providence, the son of first-generation Americans who worked in the city's textile mills and jewelry shops. After retiring, Fascia worked at the Providence Housing Authority as a fraud investigator. He spent seven years as President of Jeopardy Management Group, a private investigations firm focused on criminal defense, and personal injury. He was later employed by Crossroads RI where he served as the Director of Safety and Security for ten years, working with the homeless population of Providence. At this time, Fascia is the Human Resource Manager for USENTRA Security Services.

Additionally, Fascia served as a member of the Johnston Zoning Board of Review for 19 years and also served on the Johnston Board of Canvassers, as the Republican alternate, and as Vice Chairman of the Johnston Redistricting Committee. He is a proud Freemason.

Fascia is a graduate of Roger Williams University with a B.S. in Administration of Justice. He has been married for 42 years to his wife Elizabeth, is the father of two, and grandfather of four.
