Rhode Island House Minority Report – 2023 Legislative Session Recap available online

State House, Providence – Today, the House Republican Caucus releases its annual “Minority Report” detailing their successes in advocating for issues, policies, and initiatives on behalf of Rhode Island taxpayers during the 2023 Legislative Session. The 2023 Legislative Session Recap is published online and is a detailed listing of successfully sponsored, co-sponsored, or caucus inspired bills and initiatives, along with their outcomes.
“The 2023 Minority Report showcases our efforts and the impact we have in shaping the conversation on important issues addressed at the State House,” said Minority Leader Michael W. Chippendale. “This year, early on, we kept constant, collaborative communication lines open with the Speaker and his leadership team -- enabling us to successfully shepherd through important, good government legislation. Conversely, we were also impactful in preventing policies we felt were harmful and that we wouldn’t support from moving forward – including no new taxes being implemented. For example, the RIGOP has been a longtime champion of reforming the Tangible Tax on small businesses and it is now law, as well as restoration of funding to the Conservation Districts and restored funding for two forest ranger positions removed from the budget by the governor. Seventeen of our thoughtful amendment proposals were incorporated directly into the budget, including expansion of the Business Scholarship Tax Credit for School Choice, funding for an English as a Second Language position, and major reforms to Medicaid --saving taxpayers and the state hundreds of millions in wasted dollars.”
Chippendale added, “This report highlights key initiatives that were introduced during the legislative session by our members. Good government bills such as consumer protections; the Line-Item Veto, tax relief, protecting our Constitutional Rights, and providing choice to parents in our failing public schools were highlights of our efforts. Our Republican Caucus appreciates the hard work put forth by the many individuals and groups who partnered with us to achieve these wins on behalf of taxpayers.”
Another positive outcome of the Caucus’ work this year – which benefits all Rhode Island taxpayers, was the reconvening of regular Joint Committee on Legislative Services (JCLS) meetings, ensuring dynamic, transparent discussions in regard to state legislative spending and management.
