3/18/2024 Media Advisory: House Environment Committee to hear bills on energy use, pollution, and climate resiliency Thursday
STATE HOUSE – The House Environment and Natural Resources Committee will meet Thursday to vote on a bill to allow the harvesting of blue crabs between sunset and sunrise, and hear 11 bills relating to the banning of perfluoroalkyl and polyfluoroalkyl substances (PFAS), climate resiliency planning and the energy usage of buildings.

The committee is scheduled to meet Thursday, March 21, at the rise of the House sometime after 4:30 p.m. in Room 135 on the first floor of the State House. The committee will vote on the following bill:
  • 2024-H 7440 —This bill, introduced by Rep. Jennifer Boylan (D-Dist. 66, Barrington, East Providence), would remove the prohibition in state law against harvesting blue crabs during the hours of darkness, leaving the management of blue crabs to the Department of Environmental Management.
The committee is also scheduled to hear 11 bills, including:
  • 2024-H 7356 — The Comprehensive PFAS Ban Act of 2024, introduced by Rep. Terri Cortvriend (D-Dist. 72, Portsmouth, Middletown), would prohibit the intentional addition of PFAS in products offered for sale or manufactured in Rhode Island starting January 1, 2027.
  • 2024-H 7022 — The Act on Coasts, introduced by Rep. Tina Spears (D-Dist. 36, Charlestown, New Shoreham, South Kingstown, Westerly), would mandate the creation and maintenance of a statewide coastal resiliency plan.
  • 2024-H 7617 —The Building Decarbonization Act of 2024, introduced by Rep. Rebecca Kislak (D-Dist. 4, Providence), would establish a program for the energy and water usage benchmarking of large buildings in Rhode Island and a standard for their energy performance.
