4/5/2024 Media Advisory: Municipal Government and Housing to meet twice to vote on bills from Speaker’s housing package, local ordinances
STATE HOUSE – The House Municipal Government and Housing Committee will meet Tuesday to vote on four bills, including three from Speaker K. Joseph Shekarchi’s (D-Dist. 23, Warwick) housing package relating to the education and training of municipal planners, the establishment of combined review boards and manufactured homes. The committee will also meet on Thursday to vote on bills related to local taxes and ordinances and hear several bills related to residential zoning, tax sale auctions and the commission to study the impacts of short-term rentals.

The committee is scheduled to meet on Tuesday, April 9, at 3:30 p.m. in Room 135 on the first floor of the State House. The committee is scheduled to vote on three bills sponsored by Speaker Shekarchi:
  • 2024-H 7977 —This bill would establish a commission to study the ability of the Rhode Island educational system to offer degrees or certificates to provide a pipeline of planners, planning technicians and staff, and report back to the General Assembly by January 1, 2025.
  • 2024-H 7979 — This bill would create a pilot program giving municipalities the authority to combine zoning and planning boards into one “combined review board.” It does not impact the local appointment of members.
  • 2024-H 7980 — This bill would allow manufactured homes to be built by right where single-family housing is allowed, so long as they are constructed in accordance with US Department of Housing and Urban Development regulations and comply with all dimensional requirements of single-family homes in the district.
The committee will also vote on one additional bill:
  • 2024-H 8086 —This bill introduced by Rep. Lauren H. Carson (D-Dist. 75, Newport) authorizes Newport to issue general obligations bonds for the purposes of construction, repair and improvement of municipal facilities and infrastructure, upon approval by a majority of voters in a local election.
The committee is also scheduled to meet on Thursday, April 11, at the rise of the House sometime after 4:30 p.m. in Room 101 on the first floor of the State House. The committee is scheduled to vote on seven bills related to local taxes and ordinances, and hear eight bills, including:
  • 2024-H 7958 —This bill introduced by Rep. Brianna E. Henries (D-Dist. 64, East Providence, Pawtucket) would require single-family residential zoning in municipalities with populations of over 20,000 to allow middle housing and mandates that those municipalities adopt zoning regulations for middle housing.
  • 2024-H 7659 —This bill introduced by Rep. Patricia L. Morgan (R-Dist. 26, West Warwick, Coventry, Warwick) would replace the tax sale auction process with a real estate broker listing of the land for fair market value and any surplus proceeds realized upon sale shall be paid to the owner of the real estate at the time of the sale.
  • 2024-H 8146 —This bill introduced by Representative Carson extends the reporting and expiration dates of the Special Legislative Commission to Review and Provide Recommendations for Policies that Deal with Numerous Economic and Social Short-Term Rentals Issues to Sept. 30, 2025 and Dec. 10, 2025, respectively.
