Media Advisory: Municipal Government and Housing to vote on Speaker’s Housing bills Tuesday
|
STATE HOUSE – The House Committee on Municipal Government and Housing will meet Tuesday to vote on several bills, including two from Speaker K. Joseph Shekarchi’s housing package and a bill regarding the disposal of property by fire districts. It will also hear a bill related to scooters on Block Island.
The committee is scheduled to meet Tuesday, April 30, at the rise of the House sometime after 4:30 p.m. in Room 101 on the first floor of the State House. The committee is scheduled to vote on several bills, including these two from Speaker Shekarchi’s housing package:

2024-H 7978A — This bill introduced by Speaker Shekarchi (D-Dist. 23, Warwick) builds upon the platform established and created by the Rhode Island Department of Business Regulation for building permits for applications and submissions for planning and zoning. The legislation would provide greater transparency and efficiency, streamline processes and make timelines and submission requirements clearer. It does not require the use of local budget funds but rather uses an existing state database to fit these applications.

2024-H 7981 — This bill introduced by Rep. Joshua J. Giraldo (D-Dist. 56, Central Falls) would allow, by right, residential uses in commercial zones. Existing law allows “households” in all zoning districts by right, yet residential use is prohibited by some municipalities in commercial zones. This legislation makes clear that residential use is allowed in commercial zones and it is allowed in industrial zones unless public health or safety would prohibit that usage. It does not alter other municipal zoning requirements for residential uses in these zones.
The committee will also vote on a bill related to fire districts:

2024-H 8077 — This bill introduced by Rep. Joseph J. Solomon Jr. (D-Dist. 22, Warwick) would require any state-chartered fire district liquidating or disposing of any real or tangible property to first offer the property to the municipality in which the fire district is located.
The committee will also hear a bill (2024-H 8157) that would expand the authority of the New Shoreham Town Council to set standards and procedures for the rental of motorized bicycles, motor scooters and motorized tricycles.
