MEDIA ADVISORY: House Finance Committee meets three times this week to hear a variety of bills
|
STATE HOUSE – The House Finance Committee will meet three times this week to hear testimony on a variety of legislation.
On Tuesday, May 21 at the RISE of the House (approximately 5:30 p.m.) in Room 35 of the State House the committee will meet to hear testimony on several bills.
Among the legislation scheduled to be heard are the following bills:

2024-H 7913, sponsored by Rep. Jacquelyn Baginski (D-Dist. 17, Cranston), modifies the current law to allow for approval of construction projects within school districts, rather than needing the project to be commenced by a certain date, permitting the municipality to take advantage of the state's enhanced school bonuses.

2024-H 8179, sponsored by Rep. Matthew S. Dawson (D-Dist. 65, East Providence), relieves East Providence from providing any educational/financial resources to children in the CRAFT program or other Bradley Hospital programs. Requires the school district of origin where the student was last registered to bear this responsibility.

2024-H 8226, sponsored by Rep. Jennifer Boylan (D-Dist. 66, Barrington, East Providence), repeals the provision setting a different timeline for reimbursement of East Providence for the FY 2025, and would bring East Providence in line with other municipalities in the timing of reimbursements.

2024-H 8243, sponsored by Rep. Robert E. Craven (D-Dist. 32, North Kingstown), provides an option for members to receive retirement allowances, without reduction, upon reaching 25 years of total service or after 20 years of service upon reaching age 57.

2024-H 8267, sponsored by Rep. June S. Speakman (D-Dist. 68, Warren, Bristol), allocates 5% of revenues from the local meals and beverage tax to the Rhode Island Semiquincentennial (R.I. 250) Commission for the execution of its duties from July 1, 2024 to December 31, 2026.
On Wednesday, May 22 at the RISE of the House in Room 35, the committee will meet to hear testimony on the following bills:

2024-H 7027, sponsored by Rep. George A. Nardone (R-Dist. 28, Coventry), establishes the Office of Inspector General as an independent administrative agency charged with the responsibility to investigate, detect, and prevent fraud, waste, abuse, and mismanagement in the expenditure of public funds.

2024-H 8242, sponsored by Rep. David Morales (D-Dist. 7, Providence), establishes a universal, comprehensive, affordable single-payer health care insurance program and helps control health care costs, which would be referred to as the Rhode Island Comprehensive Health Insurance Program (RICHIP).
On Thursday, May 23 at the RISE of the House in Room 35, the committee will hear testimony several bills, including the following:

2024-H 7487, sponsored by Rep. Gregory J. Costantino (D-Dist. 44, Lincoln, Smithfield, Johnston), increases the net taxable estate exemption to $4 million for deaths that occur on or after January 1, 2025.

2024-H 7691, sponsored by Representative Costantino, this resolution would authorize an appropriation of the sum of $250,000 to the Substance Use and Mental Health Leadership Council of RI.

2024-H 7860, sponsored by Representative Costantino, provides that when a registrant voluntarily cancels the registrant's motor vehicle registration, that person would receive a partial refund of the registration fee that had been paid.

2024-H 8244, sponsored by Representative Costantino, increases the maximum amount of credit a video lottery retailer may extend to a patron and would authorize certain amendments to the regulatory agreement involving Bally's Corporation and affiliates of Bally's.
