Rep. Finkelman’s bill would bring transparency to utility bills
|
STATE HOUSE – Rep. Alex S. Finkelman has introduced legislation aimed at holding electric and gas companies accountable by increasing transparency in their billing practices.
The proposed bill (2024-H 8295) requires electric and gas companies to submit their billing forms, content, and design to the Public Utility Commission (PUC) for rigorous review. This measure ensures that any hidden costs or fees are brought to light and that companies cannot obscure charges within their monthly bills. The PUC will have the authority to mandate any changes necessary to protect consumer.
“With the rising costs in our daily lives, it is essential that utility customers know exactly what they are being charged for each month,” said Representative Finkelman (D-Dist. 74, Jamestown, Middletown). “This legislation aims to prevent utility companies from hiding costs and fees, ensuring that consumers are not misled or overcharged.”
Furthermore, the bill stipulates that if a utility company makes a material change to their billing practices, they must submit a copy of the revised bill to the PUC, along with a comprehensive explanation of the changes, within 60 days of implementation. The PUC will then open a docket for public comments and, if necessary, hold hearings to scrutinize these changes.
Sen. Dawn Euer (D-Dist. 13, Newport, Jamestown) has introduced a companion bill (2024-S 3066) in the Senate.
