MEDIA ADVISORY: House Judiciary Committee meets tomorrow to consider legislation and to hear several housing bills
|
STATE HOUSE – The House Judiciary Committee will meet tomorrow, Tuesday, March 18, at the Rise of the House (approximately 5 p.m.) in the House Lounge to consider several bills, and to hear testimony on several bills relating to housing and tenants’ rights.
The committee will consider the following bills:

2025-H 5640, sponsored by Rep. Raymond A. Hull (D-Dist. 6, Providence, North Providence), adds a provision in the statute relating to one-way highways, providing an increased penalty when a motorist travels the wrong way on an interstate highway or an entrance or exit ramp connected to an interstate highway.

2025-H 5644, sponsored by Rep. Matthew S. Dawson (D-Dist. 65, East Providence), provides penalties for second and subsequent violations of installing and possessing a vehicle with sun screening materials in violation of this section.

2025-H 5898, sponsored by Rep. Earl A. Read III (D-Dist. 26, Coventry, West Warwick, Warwick), amends the General Law relative to right-of-way of pedestrians to reference the schedule of violations for the adjudication of traffic offenses contained in § 31-41.1-4.

2025-H 5929, sponsored by Rep. Brandon T. Voas (D-Dist. 57, Cumberland, Central Falls), prohibits the holding of multiple drivers licenses or identification cards and would change the term "re-constructed salvage" to "rebuilt salvage" for purposes of the Rhode Island salvage law.
Among the legislation being heard by the committee are the following bills:

2025-H 5127, sponsored by Rep. John J. Lombardi (D-Dist. 8, Providence), allows a tenant to pay an increased security deposit in monthly increments over the course of a 12-month period.

2025-H 5264, sponsored by Rep. Brandon Potter (D-Dist. 16, Cranston), limits rent increases to no more than 4% annually unless the landlord is granted an exemption by the secretary of housing and provides tenants with a civil action to recover damages, including an award of attorneys' fees/punitive damages, for violations.

2025-H 5674, sponsored by Rep. Joshua J. Giraldo (D-Dist. 56, Central Falls), prohibits a landlord from inquiring about the immigration status of a tenant subject to any federal laws or regulations, but may request financial information or proof of identity.

2025-H 5916, sponsored by Rep. Jennifer A. Stewart (D-Dist. 59, Pawtucket), increases the notification time about rent increases and termination of tenancy for month-to-month tenants.

2025-H 5919, sponsored by Rep. Jacquelyn Baginski (D-Dist. 17, Cranston), defines squatter as a person occupying a dwelling unit who is not authorized by the property owner, landlord or tenant to occupy the unit and provides remedies for property owner including police assistance to remove a squatter.
