3/31/2025 MEDIA ADVISORY: House Committee on State Government and Elections to hear Freedom to Read Act, constitutional amendments
STATE HOUSE — The House Committee on State Government and Elections is scheduled to meet Thursday to hear testimony on the Freedom to Read Act, as well as proposed constitutional amendments.

The committee is scheduled to meet Thursday, April 3, at the rise of the House (about 5 p.m.) in Room 101 on the first floor of the State House.

The panel will hear testimony on the Freedom to Read Act (2025-H 5726) introduced by Rep. David Morales (D-Dist. 7, Providence), which would promote the free expression and free access of information by prohibiting the censorship of library materials. This act would require the creation of a model policy relative to library material within a public library and school library.

The committee will also hear testimony on proposed constitutional amendments:
  • 2025-H 5459 — This bill, introduced by Rep. Mary Duffy Messier (D-Dist. 62, Pawtucket), would propose an amendment to the State Constitution that would guarantee Rhode Island residents with equal opportunity to receive an education that is adequate, equitable and meaningful and provide judicial enforcement of this provision.
  • 2025-H 5732 — This bill, introduced by Rep. David A. Bennett (D-Dist. 20, Warwick, Cranston), would propose an amendment to the State Constitution that would provide for a right to clean air, soil, climate, and the environment’s natural values.

The House Committee on Education is chaired by Rep. Evan P. Shanley (D-Dist. 24, Warwick, East Greenwich). The meeting will be live streamed at capitoltvri.cablecast.tv.
