4/7/2025 MEDIA ADVISORY: House Judiciary Committee to meet twice this week to consider legislation, including housing bills, and to hear several bills
STATE HOUSE – The House Judiciary Committee will meet twice this week to consider legislation, including two bills in Speaker K. Joseph Shekarchi’s (D-Dist. 23, Warwick) housing package, and to hear testimony on several pieces of legislation.
           
On Tuesday, April 8, at the Rise of the House (approximately 5 p.m.) in the House Lounge, the committee will consider the following bills:
  • 2025-H 5794A, sponsored by Rep. Robert E. Craven (D-Dist. 32, North Kingstown), provides technical amendments to the chapters on subdivision of land and zoning ordinances for towns and cities.  The bill is part of the Speaker’s housing package.
  • 2025-H 5795, sponsored by Rep. Tina L. Spears (D-Dist. 36, Charlestown, New Shoreham, South Kingstown, Westerly), amends the administration requirements a zoning ordinance must provide and/or designate and would require that zoning certificates be issued within 20 days of the written request. The bill is part of the Speaker’s housing package.
  • 2025-H 5637, sponsored by Rep. Mia A. Ackerman (D-Dist. 45, Cumberland, Lincoln), adds “debit cards” to the section of law relating to fraudulent use of credit cards.
  • 2025-H 5639, sponsored by Rep. Justine A. Caldwell (D-Dist. 30, East Greenwich, West Greenwich), establishes the crime of attempted kidnapping of a minor.
Among the legislation being heard by the committee are the following bills:
  • 2025-H 5126, sponsored by Rep. John J. Lombardi (D-Dist. 8, Providence), makes it a felony to price gouge prescriptions or pharmaceuticals in time of a shortage.
  • 2025-H 5295, sponsored by Rep. Ramon A. Perez (D-Dist. 13, Providence, Johnston), criminalizes the knowing and intentional failure of a physician, nurse, or other licensed medical person to provide reasonable medical care and treatment to an infant born alive as a felony.
  • 2025-H 5537, sponsored by Rep. David A. Bennett (D-Dist. 20, Warwick, Cranston), provides that advanced practice registered nurses have the same immunity from liability as physicians and surgeons.
  • 2025-H 6122, sponsored by Rep. Joseph M. McNamara (D-Dist. 19, Warwick, Cranston), protects against discrimination based on disability in federally funded programs and activities, even if there is a change in the federal law.
On Thursday, April 10, at the Rise of the House (approximately 5 p.m.) in the House Lounge, the committee will meet to hear testimony on several bills regarding immigration.

Among the legislation being heard by the committee are the following bills:
  • 2025-H 5225, sponsored by Rep. Karen Alzate (D-Dist. 60, Pawtucket, Central Falls), limits the ability for any federal immigration authority to investigate, detain, apprehend or arrest any individuals for potential violations of federal immigration laws without a judicial warrant within certain protected locations.
  • 2025-H 5663, sponsored by Rep. Sherry Roberts (R-Dist. 29, West Greenwich, Coventry), requires state law enforcement agencies to honor all detainer requests from the Department of Homeland Security (DHS) and Immigration and Customs Enforcement (ICE).
  • 2025-H 5724, sponsored by Rep. Joshua J. Giraldo (D-Dist. 56, Central Falls), prohibits the state or municipalities from contracts to detain individuals for civil immigration violations, and if such contract exists, it must end by July 1, 2026, and prohibits using public resources to detain those individuals.
  • 2025-H 6121, sponsored by Rep. Jose F. Batista (D-Dist. 12, Providence), prohibits the civil arrest of any person who is attending court either on behalf of themselves or a family or household member. Any person who violates this act shall be subject to civil suit, and for contempt of court.
