MEDIA ADVISORY: House Judiciary Committee to meet twice this week to consider and hear legislation
|
STATE HOUSE – The House Judiciary Committee will meet twice this week to consider and hear testimony on a variety of legislation.
On Tuesday, April 22, at the Rise of the House (approximately 5 p.m.) in the House Lounge, the committee will consider the following bills:

2025-H 5349, sponsored by Rep. Leonela Felix (D-Dist. 61, Pawtucket), provides an exemption for certain incarcerated persons from the payment of fees for a first request for vital statistics from the Department of Health.

2025-H 5643, sponsored by Rep. Gregory J. Costantino (D-Dist. 44, Lincoln, Smithfield, Johnston), amends the law relating to casino crimes to be consistent with the advent of iGaming and the relevant age restrictions to participate in iGaming.

2025-H 5649, sponsored by Rep. Justine A. Caldwell (D-Dist. 30, East Greenwich, West Greenwich), gives statewide juvenile hearing boards the authority to refer a juvenile offender to a rehabilitative driving course, as part of a disposition of an offense before the board. The order may be enforced by the traffic tribunal.

2025-H 5655, sponsored by Rep. Matthew S. Dawson (D-Dist. 65, East Providence), makes it a misdemeanor to harass another person by following them and using an electronic device to record their movements in any public or private place.

2025-H 6063, sponsored by Rep. Jon D. Brien (I-Dist. 49, Woonsocket, North Smithfield), makes certain personal watercraft violations a misdemeanor.
Among the legislation being heard by the committee are the following bills:

2025-H 5177, sponsored by Rep. Julie A. Casimiro (D-Dist. 31, North Kingstown, Exeter), creates “Harter's Law” to extend the civil statute of limitations, for injuries resulting from first degree child abuse, to 35 years.

2025-H 5669, sponsored by Rep. William W. O’Brien (D-Dist. 54, North Providence), includes animal cruelty offenses to the domestic violence crimes committed by a family or household members against another.

2025-H 5924, sponsored by Rep. Sherry Roberts (R-Dist. 29, West Greenwich, Coventry), increases the minimum sentence for first degree sexual assault and provides that the first 10 years of a sentence for first degree sexual assault not be subject to a suspension or deferment of sentence.

2025-H 6160, sponsored by Rep. Robert E. Craven (D-Dist. 32, North Kingstown), grants tenants that are the victim of various forms of abuse, including, but not limited to, sexual and domestic abuse and stalking, the right to terminate a lease agreement early without penalty or liability for rent.
On Thursday, April 24, at the Rise of the House (approximately 5 p.m.) in the House Lounge, the committee will meet to hear testimony on several bills.

2025-H 5361, sponsored by Representative Felix, requires law enforcement agencies to obtain search warrants for electronic information, data, location information and other identifying information of subscribers and customers, except in specified circumstances.

2025-H 6106, sponsored by Rep. Deborah A. Fellela (D-Dist. 43, Johnston), requires certain landlords to obtain insurance to cover alternate living accommodations for displaced tenants due to fire or disaster.

2025-H 6173, sponsored by Rep. Patricia A. Serpa (D-Dist. 27, West Warwick, Coventry), establishes the Rhode Island Bid Rigging Act.

2025-H 6211, sponsored by Rep. Thomas E. Noret (D-Dist. 25, Coventry, West Warwick), requires persons convicted of driving under influence, or refusal to submit to chemical test, to have an ignition interlock system installed in their vehicle as part of a sentence and to pay an assessment to pay for the interlock systems.
