MEDIA ADVISORY: House Finance Committee to meet three times this week to hear legislation and budget amendments
|
STATE HOUSE – The House Finance Committee will be meeting three times this week to hear testimony on a variety of legislation and budget amendments.
On Tuesday, April 22, at the RISE of the House (approximately 5 p.m.) in Room 35 of the State House the committee will hear testimony on several pieces of legislation involving pensions.
Among the legislation scheduled to be heard are the following bills:

2025-H 5198, sponsored by Rep. Deborah A. Fellela (D-Dist. 43, Johnston), allows teachers, state and municipal employees to retire upon the earlier of reaching age 60 with 30 years of service or the employee's retirement eligibility date under present state statutes.

2025-H 5530, sponsored by Rep. Arthur J. Corvese (D-Dist. 55, North Providence), beginning on July 1, 2025, allows state union employees to negotiate longevity payments in their collective bargaining agreements.

2025-H 5762, sponsored by Rep. Scott A. Slater (D-Dist. 10, Providence), recalculates the retirement allowance related to early retirement and pension benefits for teachers, state employees and municipal employees.

2025-H 5764, sponsored by Rep. Patricia A. Serpa (D-Dist. 27, West Warwick, Coventry), requires a reamortization of the state pension fund for 2026.

2025-H 5766, sponsored by Rep. William W. O’Brien (D-Dist. 54, North Providence), reinstates the cost of living adjustments for retirees, when the annual investment return of the retirement system, exceeds 10 percent.
On Wednesday, April 23, at 4 p.m. in Room 35 of the State House, the committee will hear testimony on the following budget amendments:

On Thursday, April 24, at the RISE of the House (approximately 5 p.m.) in Room 35 of the State House, the committee will meet to hear testimony on several pieces of legislation.
Among the bills scheduled to be heard are the following pieces of legislation:

2025-H 5194, sponsored by Rep. Megan L. Cotter (D-Dist. 39, Exeter, Richmond, Hopkinton), increases the income range up to $50,000, and tax credit up to $850, for elderly and disabled persons who own or rent their homes.

2025-H 5281, sponsored by Rep. Grace Diaz (D-Dist. 11, Providence), creates the Rhode Island Childcare Assistance Program that governs both family eligibility for the state's childcare subsidy program and expands eligibility for the program to meet the federal eligibility benchmark.

2025-H 6072, sponsored by Rep. Teresa A. Tanzi (D-Dist. 34, South Kingstown, Narragansett), establishes a child tax credit of $1,000 per dependent.

2025-H 6073, sponsored by Rep. Joshua J. Giraldo (D-Dist. 56, Central Falls), changes annual reporting requirements for the state's family home-visiting program and also impacts appropriation and spending of funds in order to access maximum federal funding for these programs.
