MEDIA ADVISORY: House Finance Committee to meet three times this week to hear legislation and a budget briefing
|
STATE HOUSE – The House Finance Committee will be meeting three times this week to hear testimony on a variety of legislation and a budget briefing.
On Tuesday, May 13, at the RISE of the House (approximately 5 p.m.) in Room 35 of the State House the committee will hear testimony on a variety of legislation.
Among the legislation scheduled to be heard are the following bills:

2025-H 5286, sponsored by Rep. Jacquelyn Baginski (D-Dist. 17, Cranston), exempts from the sales and use tax, the sale of beer and malt beverages at retail.

2025-H 5778, sponsored by Rep. Brian C. Newberry (R-Dist. 48, North Smithfield, Burrillville), establishes the First Time Home Buyer Savings Program Act. It allows modifications to federal adjusted gross income for $50,000 in contributions and $150,000 of interest and dividends included in federal adjusted gross income.

2025-H 5781, sponsored by Rep. Megan L. Cotter (D-Dist. 39, Exeter, Richmond, Hopkinton), directs the General Assembly to fund 10 full time equivalent positions in FY 2026 to support DEM's efforts in the areas of forestry and forestry projects.

2025-H 6003, sponsored by Rep. Stephen M. Casey (D-Dist. 50, Woonsocket), provides for increases or decreases in the amount of foundation level school support that a community would receive, based upon a community's ability to meet and surpass its minimum low- and moderate-income housing requirements.

2025-H 6076, sponsored by Rep. Scott A. Slater (D-Dist. 10, Providence), establishes the Fantasy Sports Consumer Protection Act.
On Wednesday, May 14, at 4 p.m. in Room 35 of the State House, the committee will hear a staff briefing on the status of the FY 25 Revised and FY 26 budgets
On Thursday, May 15, at the RISE of the House (approximately 5 p.m.) in Room 35 of the State House, the committee will hear testimony on several bills.
Among the bill scheduled to be heard are the following pieces of legislation:

2025-H 5199, sponsored by Rep. Joseph M. McNamara (D-Dist. 19, Warwick, Cranston), establishes guidelines for continued implementation and expansion of public, high-quality kindergarten education programs.

2025-H 5233, sponsored by Rep. Susan R. Donovan (D-Dist. 69, Bristol, Portsmouth), establishes a tax credit against income tax based on eligible expenses incurred for care and support of an eligible family member.

2025-H 5285, sponsored by Rep. David Morales (D-Dist. 7, Providence), authorizes a host city or town to impose a two percent tax on the endowment of a private institution of higher education that is in excess of $1 billion, to be used only for the host public school district.

2025-H 5532, sponsored by Rep. Jenni A. Furtado (D-Dist. 64, East Providence, Pawtucket), mandates additional state education funding for the mental and behavioral health of students equal to two percent of the district's total expenditures, and require those funds be used to hire staff such as school social workers, and behavioral specialists.
