House approves Rep. Casimiro’s bill creating commission to study educational outcomes for children in state care

STATE HOUSE – The House today approved legislation (2025-H 6156A) sponsored by Rep. Julie A. Casimiro that creates a commission to study educational outcomes and results for children in state care. Representative Casimiro serves as the chair of the House Oversight Subcommittee on Children and Families.
“It’s abundantly clear that Rhode Island’s children in state care are severely falling behind in terms of their educational outcomes. And while this troubling trend appears to be reversing nationally, here in Rhode Island, our children in state care continue to lag behind their peers in every available educational metric. Simply put, we need to do better for these kids and we must figure out how to better support and uplift these vulnerable children who have already suffered through so much in their young lives. This commission will do just that and it is my hope that the state can finally deliver the educational support that these kids deserve,” said Representative Casimiro (D-Dist. 31, North Kingstown, Exeter).
The purpose of the commission will be to study and evaluate the current state of educational outcomes for children in state care and custody, and make actionable recommendations for improvement, with a special emphasis on educational outcomes for all children in the temporary, permanent, or joint custody of the Department of Children, Youth and Families, and with further special emphasis on all children in alternative family settings or foster care.
The 17-member commission would report its findings and recommendations to the General Assembly no later than July 1, 2026, and the commission would expire on August 15, 2026.
