4/19/2024 Media Advisory: Municipal Government and Housing to vote on bills from Speaker’s housing package Tuesday
STATE HOUSE – The House Committee on Municipal Government and Housing will meet Tuesday to vote on nine bills, including four from Speaker K. Joseph Shekarchi’s (D-Dist. 23, Warwick) housing package.

The committee is scheduled to meet Tuesday, April 23, at the rise of the House sometime after 4:30 p.m. in the House Lounge on the second floor of the State House. The committee will hear two bills related to local taxes and is scheduled to vote on nine bills, including these four from Speaker Shekarchi’s housing package:
  • 2024-H 7982 — This bill introduced by Rep. Terri Cortvriend (D-Dist. 72, Portsmouth, Middletown) would amend provisions relative to the application of zoning ordinances pertaining to wetland buffers to projects for development, redevelopment, construction or rehabilitation. The legislation makes clear that there can be no local regulation of coastal wetlands and freshwater wetlands beyond state agency requirements. The legislation does not take away any responsibility from the Coastal Resources Management Council or Department of Environmental Management.
  • 2024-H 7983 — This bill introduced by Rep. Cherie L. Cruz (D-Dist. 58, Pawtucket) would clarify the makeup and structure of the State Building Code Office, and also clarifies the role of the State Building Code Commissioner. It modifies statutory language to create a similar scope of responsibility and authority over building code issues, as the State Fire Marshal has over the fire code issues.
  • 2024-H 7984 — This bill introduced by Rep. Carol Hagan McEntee (D-Dist. 33, South Kingstown, Narragansett) would allow municipalities to count mobile home units as affordable housing, if they meet certain requirements, including that units are permanent housing. Mobile homes could be applied toward the goal of 10% of a municipality’s housing stock to be low- and moderate-income housing, with one half credit per qualifying mobile home.
  • 2024-H 7986 — This bill introduced by Rep. José F. Batista (D-Dist. 12, Providence) would require each municipality to publish a yearly inventory of abandoned properties and also clarifies the process of abatement of abandoned properties.
