4/22/2024 Media Advisory: Senate Judiciary Committee to meet twice
STATE HOUSE – The Senate Judiciary Committee will meet Tuesday and Thursday this week to hear bills related to the interrogation of minors, shoreline access, bail reform, automated traffic violation enforcement, toll violations and repeat offenses for driving under the influence.

The committee is scheduled to meet Tuesday, April 23, at the rise of the Senate sometime after 4:30 p.m. in Room 313 on the third floor of the State House to hear 16 bills, including:
  • 2024-S 2435 — This bill introduced by Sen. Jacob Bissaillon (D-Dist. 1, Providence) would prohibit peace officers from employing threats, physical harm, deprivation, deception, coercion or psychologically manipulative interrogation tactics during interrogations of juveniles.
  • 2024-S 2894 — This bill introduced by Sen. Victoria Gu (D-Dist. 38, Westerly, Charlestown, South Kingstown) would require sellers of oceanfront or shoreline property to disclose in writing any conditions of public access relating to the property, Coastal Resources Management Council permits, or right of way across or adjacent to the property. It would also require the buyers of such properties to acknowledge, via disclosure forms, that they have read the public’s rights and privileges to the shore.
  • 2024-S 2416 — Sponsored by Sen. Tiara Mack (D-Dist. 6, Providence), this resolution would create a commission to study the impact and potential economic benefits of bail reform for Black Rhode Islanders.
The committee is also scheduled to meet Thursday, April 25, at the rise of the Senate sometime after 4:30 p.m. in Room 313 on the third floor of the State House to hear 17 bills, including:
  • 2024-S 2770 — This bill introduced by Senate President Dominick J. Ruggerio (D-Dist. 4, North Providence, Providence) would allow the use of automated traffic violation monitoring systems for all traffic signal laws, including the Don’t Block the Box statute and allows for jurisdiction of the Don’t Block the Box statute violations within municipal courts.
  • 2024-S 2453 — This bill introduced by Senate Judiciary Chairwoman Dawn Euer (D-Dist. 13, Newport, Jamestown) would extend the repayment period for toll violations and require the Rhode Island Transit and Bridge Authority to notify frequent violators by certified mail that their driver’s license may be in jeopardy for failure to pay toll violations.
  • 2024-S 2937 — This bill introduced by Sen. V. Susan Sosnowski (D-Dist. 37, South Kingstown) would extend the lookback period for repeat offenses involving driving under the influence of alcohol or drugs and for repeat offenses related to failure or refusal to submit to chemical tests from five to ten years.)
Written testimony must be submitted to the committee clerk at senatejudiciary@rilegislature.gov prior to 3 p.m. on the day of the meeting in order for it to be provided to the members of the committee at the hearing and to be included in the meeting records.
