1/13/2025 Media Advisory: Lawmakers, advocates to rally for equity impact rule change
STATE HOUSE — Rep. David Morales, Sen. Tiara Mack, the Economic Progress Institute and Common Cause Rhode Island will join advocates at a rally in support of a bill to allow lawmakers to request equity impact statements on proposed legislation, on Tuesday, Jan. 14, at 3 p.m. in the State Library on the second floor of the State House,

The bill (2025-H 5010) would amend House rules for the 2025-2026 session to allow both the Speaker and the Rhode Island Black, Latino, Indigenous, Asian American and Pacific Islander (RIBLIA) Caucus to request equity impact statements for up to five bills each per session.

Equity impact statements are reports intended to help legislators determine how a proposed bill would impact issues of equity around categories like race, color, ethnicity, religion, sex, sexual orientation, gender identity or expression, disability, age and country of ancestral origin. The request would have to identify which of the categories the impact statement would examine.

Legislative Council would produce the impact statements in coordination with the Rhode Island Commission on Prejudice and Bias.
